Terry was dismissed late on in Chelsea's 3-1 win over Manchester City after he hauled down Brazilian striker Jo near the halfway line.
Referee Mark Halsey deemed the England captain's challenge to be a cynical interruption of a direct scoring opportunity, although replays show a number of Blues defenders behind the ball.
The red card, if upheld, would have seen Terry miss this weekend's showdown against Manchester United amid a three-match ban, but Chelsea succeeded in their appeal and will have their skipper for Sunday's clash at Stamford Bridge.
Ferguson is livid with the FA judiciary panel's decision and accused Hackett of favouring the west London club.
The United boss told The Sun: “I understand Hackett told ref Mark Halsey to rescind the card and he wouldn’t. So now he is refereeing in League Two this weekend.
“I do not understand how this has happened. If it had been a Manchester United player, Hackett would not have done this.
“This is going to have to happen all the time if a referee is considered to have made a mistake.”
Ferguson's ire is compounded by the fact he will be without key defender Nemanja Vidic, who was booked against Liverpool for a similar offense to Terry's before receiving his marching orders after a reckless challenge on Xabi Alonso.
