i have 1500+ followers and I basically get 100 unique visitors per week, depending on how much URL I announce. But i don't spam much, and always put my personal things, or what i am currently doing... but yes, it's pretty good technique.
If you want to build very fast follower network, just follow my followers, 100 persons a day.. because twitter has a follow limit and you don't want to get banned.
