The club have money to spend after a takeover by the Abu Dhabi United Group for Development and Investment (ADUG) and City's new Arab owners are ready to bankroll the captures of Europe's top talents.
Having landed Brazilian striker Robinho for £32.5million from under the noses of Chelsea, the club have also been linked with moves for Valencia hitman David Villa, Manchester United's Cristiano Ronaldo and Arsenal midfielder Cesc Fabregas.
However, it appears the Bayern Munich marksman, 23, is also a top target and is currently unhappy at Bayern Munich.
He admitted in the Daily Mirror: "Everything is possible.
"I would be a bad footballer if I contented myself by sitting on the bench. I could tolerate it if it was a case of two or three weeks, but there comes a point when one has to draw the line and say: 'This is too much! I'm not making any progress here'."
Podolski has gone on record recently suggesting he could leave Bayern in January if he is not playing regularly, although the favourites to sign him are his former club FC Cologne.
The German was one of the stars of Euro 2008 and has smashed a staggering 30 goals in 56 matches for the national side.
